If you go this route, I'd suggest adding the Ghost Scrip so most of the Adobe Illustrator files could be opened as well. IrfanView is another free photo viewer/quick edit that could do what you're asking and has plugins that can open up other file support as well. Gimp might be a bit of overkill, but is an available option for those that don't want to pay money. Google use to have Picasa, but they are moving to their Google Photos now so that might be another issue depending on your users.

Windows 10 photos while adequate for cropping and resizing, is nowhere near the functionality of the Picture Manager Software. From a patching point of view, I want to remove the program, but I have not found a satisfactory replacement for this program.
However, I am not happy to continue installing such an old program, because it has not really been updated for more than 15 years and probably has a lot of bugs and security flaws. The third feature was the ability to easily set the number of pictures that you wanted to print on one page! The last feature was the easy editing and resizing features included in the program. The four main features that they liked about it was the ability to view all pictures in one view in the program and select which pictures that they wanted to print from within the program. For some of my clients I installed the Office 2010 Picture Manager because they found it so useful. Newer versions of Office do not come with Picture Manager. Office 2003 to 2010 came with a great program called Picture Manager.
